New support for households involved in childcare such as through the"Child Allowance" has commenced.
How can we enrich"more adequate""child growth support" with limited resources?
A developmental cohort study is proving to be a reassuring tool that provides firm evidence for use in answering that question.
The answer in a single phrase to the aforementioned question revealed by a variety of results from research as an initial step is the"arrangement of an integrated system of enriched childcare and child education from the early infant stage that every child has access to with the same conditions and at low cost".
The preferable child growth support is"support that empowers the growth of a child" and maximizes the power of each individual child and nurtures their vivid growth. Empowerment means to draw out power and supply energy. Child growth empowerment therefore means to"draw out the growing power of children and allow it to exert itself", or that is, to exert the maximum power of"support that nurtures their growing power"."Child growth support" provides that whereas"child raising support" helps their guardians and society to realize it. What is essential here is that measures and policies which incorporate what is the best for the individual child and a comprehensive understanding of scientific based international and domestic trends are selected.
To clarify what the ideal environment is for realizing the healthy growth of children other developed countries than Japan have been gaining a number of valuable results from development cohort research on, for example, brain sciences and genetics for over 10 years now. Clarification has already taken place that the first several years of a child’;s growth has the most significant influence on them. And the reason for that is because during that period humans learn the basic patterns essential in the development of language and social and emotional skills.
Knowledge on the fact that high quality childcare and education from infancy almost guarantees the healthy development of children from there on in, and can even still have an influence on them after reaching school age, has been amassed. Or that is, any investment in childcare and education early on will continue to pay a dividend for a long period of time, and can even close any gap that exists between them.
Many developed countries are therefore addressing"child growth support" as a national strategy. Children are the future, the fundamental axis, and the treasure of a nation. Across all child growth support the enrichment of childcare and education in the early stage in particular is being positioned as a high priority issue in EU countries. It aims to enable females to return to the work force, eliminate any educational divides by enriching infant education, and settle the issues of child poverty and social elimination. The number of consultations regarding that issue was over 40,000 in 2008, whereas it was only about 1,000 in 1990. Most of the cases involved physical abuse; however, the ratio of neglect has also been increasing recently. Ensuring the security of children and preventing them from being involved in accidents while also ensuring the safety of local communities are also major issues. The top killer of children is death by unforeseen accident.
Revealing the scientific basis for and promoting measures and policies that are based on developmental cohort studies are very meaningful. The expectation that"child growth support" can be used as a"social system" in preventing abuse and a loss of opportunities due to poverty is starting to grow. For example, it could be the system of"accredited child centers" that"integrate childcare and education" and ensure"support is in place for the growth of children" for"all children" from"an early stage" and that guarantees guardians a base they can use for familiar and sensitive"nurturing support". This is one type of child growth support that needs to be promoted as a result of the research and global trends that preach the necessity for generous support, particularly in the infant stage.
Every child needs to be provided with a fair chance to receive"childcare and education from an early stage"."Any difference in child nurturing support" due to poverty or any other reason must not exist in that first important period of their life. The creation of"child-support networks" that are deeply rooted in local communities in preventing their guardians from being isolated can lead to the greater security of children and prevent their abuse just as well as"child raising support".

Graduated from the School of Health Sciences, Faculty of Medicine, University of Tokyo in 1984, and completed a doctoral course at the Graduate School of Medicine of the same in 1989.
