Abstract;This paper describes the history of enactment of the Environmental Impact Assessment Law in Japan and the outline of its object business and procedures, and indicates the range of the items of the environmental impact assessment prescribed in the fundamental matters based on the law.In particular, the paper arranges the kinds of businesses in which the classification of ground and environmental elements relating to ground are made the standard items of environmental impact assessment in the government ordinances of the relevant ministries concerning the guidelines for environmental preservation measures. Ground environment and water environment in the Bsic Environmental Plan decided by the cabinet meeting in December, 1994 are presented,and precautions and information collection concerning the environmental elements and impact factors relating to ground are described.
