Abstract;Since the beginning of 1990's, Japan Society of Civil Engineers (JSCE) has made efforts for research and activities toward the solution of global-scale environmental problems, and decided "JSCE's global environment action plan - agenda 21/JSCE -" in 1994. This paprt presents the decision process and outline of the agenda 21/JSCE,and describes the relations between global environmental problems and civil-engineering technology and tasks to be performed in the civil-engineering and construction area for the problem solution.
