| Abstract;In order to establish the basic guidelines of environmental policy and improve related measures in the construction administration in the future, the Ministry of Construction instituted in December, 1992 a "committee for constructing comfortable environment" as a private advisory organ of the construction minster. Based on the proposals of this committee and the idea of the Basic Environmental Law enacted and enforcedin November, 1993,the ministry decided in January, 1994 the "fundamental principles on environment" which is a "bible" indicating the policy tasks and the orientation of measures for environment of the ministry. This paper describes the decision process and essence of the fundamental principles and the measures of the ministry against global warming provided in the principles. |
