| Abstract;This paper presnts the character and conception of the environmental standards prescribed in the Basic Enviromental Law.It positions the environmental standards as those desirable to be observed more positively rather than as those with the character of the allowable limit or the maximum permissible level, and as those having the character to be the goals of the administration. The establishment process of the environmental standards concerning groundwater contamination and soil contamination and the conception of the standards are described. |
