Abstract;Basic transformation of environmental policy is now in progress. I discuss in this paper how to manage the local environment and how to construct an environmental information system by the way of forming a new paradigm (framework). I set the new framework from two points, i.e., 1) the change in the role of four groups of participants (citizens, companies, administration and scholars) and the relations among them, 2) transition from administrative management of local environment to community management . The latter is the system in which the above four groups play to the fullest of their ability and get more satisfactory results by their collaborative (partnership) relationship. It is necessary for our community to enact innovative reform of the environmental information system, both during the design process and during utilization. (author abst.)
