Abstract; This paper outlines the titled district heat supply plant which generates power for both common use and disaster prevention by 2 units of 1,500kW gas turbines, and utilizes waste heat of cogeneration system. It supplies cold water and steam with a building with total floor space of 238,000m2 including a station building by a steam absorption refrigerator, a turbo refrigerator, a boiler and a waste heat boiler. In a road crossing division, a conduit was laid in a tunnel by semishield method. Emission of carbon dioxide can be reduced by 12%. A compression natural gas bomb is utilized for the fuel of the gas turbine, which was authorized as earthquake resistance.
