Abstract;This paper presents the existing situation of small and medium enterprises' challenge to energy saving, proposing optimum introduction measures from the viewpoint of management. Though cogeneration is effective, it is difficult for small and medium enterprises to raise money for the facility. Contrivance is also required for acquisition of subsidy. Introduction of such mechanism as performance assurance contract promoting consultant ESCO has effect of dispersion of risk.
