Abstract;This paper presents the situation of California in which deregulation advanced in the electric utility industry most in the U.S.A. The industry in California has set nonprofit ISO and PX to control transmission line and wholesale electric power pool respectively, signed agreement between states for setting of conversion charge CTC (centralized train control) and discount for individuals, burden of research and development expense of the existing power plants and reliability security, and decided to introduce competition among demand traders.The users were given a chance to select suppliers and reduce cost, which will lead to further efficiency improvement.
