Abstract;This paper focuses on how to deal with two major problems in preventive control functions of high speed communication networks in order to prevent network congestion and utilize the network resource efficiently. Specifically, we propose effective Usage Parameter Control(UPC) schemes, which can monitor traffic violations accurately and promptly, and a cost-effective Call (Connection) Admission Control(CAC) scheme based on an upper bound on bandwidth allocation, which can decide whether to accept or not a new call in real time while gaining a satisfactory network resource utilization.
