| Abstract;I. Significance and Purpose of the Research: Agriculture and farm village improvement that accounts for approximately 12% of public works expenditures covers the agricultural production infrastructure, the improvement of farm village environments, and the conservation and management of agricultural land. Recently, more than half has been devoted to the enhancement of the environments of farm villages, but without legal grounds for this activity, the improvement of productivity based primarily on the Fundamentals of Agriculture Act and the Land Improvement Act is its legally stipulated role. But the recent diversification of the people's values and the revision of the Fundamentals of Agriculture Act, the reform of financial administration, the enactment of the new national integrated development plan, and other new conditions have been accompanied by the appearance of new technological challenges facing agriculture and farm village improvement. So although the realization of abundant agriculture and farm villages in line with the long term plan for land improvement that has been the foundation of past improvements has reached its limit, it is now necessary to discover new directions. The purpose of this research is, accordingly, to analyze the effects achieved and challenges faced by past improvement work using external indices that agriculture and farm village improvement does not usually apply in order to develop technical methods of discovering future directions....
