Abstract;To develop the marine afforestation of the kelp Eisenia bicyclis in coralline flats, we developed new porous-concrete reefs that enable abundant reproductive cells of marine algae to gather up. The process of algal successions were classified into four phases by dominant life-form groups as follows: pioneer, small annuals and crustaceous algae; early sere, crustaceous algae; late sere, small perennial; climax, large perennials. On coralline flats, early sere continued by intensive grazing of the sea urchin Strongylocentrotus nudus densely distribute. After 10 months, E. bicyclis already grew well on the porous reefs with the ups and down surface and 20-13mm in aggregate diameter. Contrary, early sere continued on the controlled ordinary reefs. It was considered that development of the kelp forests on the porous reefs was caused by early colonization of small perennial algae with allelochemicals that exclude grazing of the sea urchins.
