| Abstract;World trends of drug dependence problem countermeasures were grasped by comparative law studies with Germany and France and investigation of international treaties Japan has already ratified and trends of the United Nations Conferences. Possibility study of a new treatment program for drug self-users and decision of its action program were made by legal sociological techniques such as hearing investigation of organizations participating in actual work on the drug self-using boy problem. Utilization of the test observation system and the probation treatment are being noticed as treatments-in-society for securing medical treatment and support necessary for drug self-using boys. It is possible to harmonize test observation and probation with medical treatment of drug self-using boys within the frame of current law operation. This utilization of test observation and probation make it possible to secure necessary medical treatment and support in the society to drug self-using boys requiring medical treatment, while stressing motivation for curing by themselves using a new treatment program. Internationally there is a tendency of challenge for drug demand reduction and nonpenal regulation of drug self-using, and the system to give priority to securing treatment of such drug self-using boys agrees with worldwide trend for challenging to the drug dependence problem. |
