| Abstract;Recently, small- and medium-sized enterprises(SMEs) which have ever had a vertical relationship with a parent large enterprise should be urged to enhance their strong competitiveness in the global market. First, the preliminary experiment of tele-manufacturing has revealed the problems and difficulties in introducing tele-manufacturing technology into SMEs. To make a solution, "step-by-step" IT introduction methodology according to each SME technological level is proposed and concretely explained. Finally, this paper proposes a concept of "IT based manufacturing system" which have central common center that provide common hardware, data exchange and information server services to the local SMEs connected by a information network circle.
