Abstract;In this paper, was investigated a method to effectively distribute bands against traffics changing with time according to a policy on core networks, where 'policy' especially focuses to fairness and 'effectively' means to effectively use network resource. When routes are static, by inclining distribution of the traffics, some special links were congested, but the others sometimes were empty. On the other hand, when dynamic bus-setting was carried out on response to traffic conditions, it was enabled to effectively use the network resources. However, on the conventional method, guarantee of minimum band and consideration on fair distribution of excess bands were unsufficient. In this paper, was proposed a dynamic load distribution method practicable on band distribution considering fairness at whole of networks by combining fair band distribution method based on rate control with effective use of network resource based on dynamic bus control. And, here was also investigated setting method of initial buses.
