Abstract;This paper explains the following items on the titled research: 1) Approach; Application of DMAIC method (Define, Measure, Analyze, Improve and Control) to quantify and shorten permission procedure period (lead time, LT) for actual construction of a PCB detoxification plant, 2) results; Delay in LT from target period and defect ratio (R, %) were defined. RPN (risk priority number) was defined, based on failure mode effect analysis, as SEV*OCC*DET, wherein SEV, OCC and DET are impact intensity of failure, easiness of failure occurrence and easiness of failure detection, respectively. Actions recommended (AR) for risk prevention were proposed and implemented, based on RPN evaluation. All RPN became less than 120 after the second expert meeting and the third meeting became the final one and 3) conclusion; LT was shortened from conventional about 10 months to 4.5 months, with R=15%.
