Abstract;A new runoff model applied to hilly rural areas was developed which is based on the observed runoff data from both cultivated and abandoned paddy fields in order to estimate effects of abandoned paddy in hilly rural areas on runoff. Characteristics of the proposed model is to introduce features of runoff in hilly rural areas, that is, the changing mechanism of soil cracks and water flow through those, water management in paddies by outlets operation and runoff from sloped levees. Model parameters were optimized by the SP (Standardized Powell) Method on the observed 47 flood runoff events and it was proved that the changes of optimized parameters of the proposed model are able to evaluate the effect of cultivation stage of paddies, meteorological condition, water management, the abandonment of cultivation and history of cultivation on runoff in those areas.
