| Abstract;This paper explains the following items on the titled approach (I): 1) Background; it is important to accurately understand inhabitants opinion and reflect it in policy formation which has great effects on their everyday living, 2) application case study of I in Chiba City; needs clarification and cost assessing for separated collection of waste containers and packaging to verify feasibility of the policy, 3) questionnairing result revealed big difference between cost affordability by inhabitants and practical cost required for total waste processing business in Chiba City and 4) conclusion based on the above two results; I is a tool effectively utilizable in planning and evaluation of waste management policies in view of understanding of policy agreement possibility. |
