Abstract;The AIST Innovation Center for Startups (AIST-INCS) was established on October 15, 2002 under a five-year project titled the "Strategic Research Base Upbringing". The project has been subsidized by the Ministry of Education, Culture, Sports and Technology with the Special Coordination Fund for Promoting Science and Technology. AIST-INCS aims to establish a system that enables the acceleration of the creation of high-tech startups in Japan. In other words, AIST-INCS aims to build a general model of the Japanese system that leads to the creation of venture companies. Through this system, researchers will be encouraged to apply their research results to practical use and commercialization in society. This will also make AIST a major platform in creating high-tech startups in Japan. The activities of AIST-INCS are as follows; 1) AIST-INCS has been arranging a variety of institutional systems that support venture companies. In addition, AIST-INCS has been working on the creation of fast-growing venture companies (high-tech startups) with the help of business experts in top-down management. Such new venture companies are expected to explore new markets and new industries based on technology seeds developed at universities and public research institutes. 2) AIST-INCS will identify and examine issues and problems found in the course of creating high-tech startups, collect and analyze domestic and overseas startup cases, and try to set up a general model for the creation of high-tech startups.
