| Abstract;In this paper, we propose a new radio resource management scheme for spot access system. The proposed scheme employs 2k-QAM modulation for the physical layer and Dynamic TDM access for the MAC layer. In this scheme, dwell time (residence time) of each user is estimated and TDM time slot is assigned with considering dwell time of each user. The modulation format is chosen according to the initial value of the received CNR (Carrier to Noise Ratio) of each user. The proposed management scheme is capable of improving the bandwidth utilization efficiency and of solving the restriction of dwell time. The computer simulation results show that the proposed management scheme can achieve better performance than conventional scheme allocating frequency bandwidth without considering the dwell time of a user.
