Abstract;At the meeting of ITU-T SG3 in November 2003, the Recommendation D.195 (Time-scale for settlement of accounts for international telecommunication services) was formally adopted. It is to shorten the grace between generation of a call and payment to 90 days from 150 days of the current regulation. In this article, the background of proposal, the air of discussions (4 times from 2001), affirmative opinions, negative opinions, lobbying, personal negotiations and other worries until the adoption.
