Abstract;Earth Station on Board Vessel (ESV) for Wide Band Transmission has been one of the most severely discussed problems at ITU-R past several years. Satellite communication service for vessels has been provided by IMMARSAT these 20 years or more but limited to narrow band communications. Together with development of IT era, high level satellite communication systems are required for vessel use. And then, searching systems less influential to land fixed communications, ITU-R was repeating discussions by various insistences since 1997. Here, these details are described. Finally, 4 recommendation drafts were presented but all of them were opposed by Iran. At last, they were adopted by General Assembly in June 2003 after violent discussion. Any challenge to new utilization of radio wave is apt to obstruct other radio communications.
