Abstract;This is a record of the lecture shown in the title given by Mr. Aso, Minister of Public Management, Home Affairs, Posts and Telecommunications (Minister of MPMHAPT). He attended the 2003 World Summit on the Information Society Resources (WSIS) in Geneva whose keywords were 'broadband' and 'ubiquitous', and recognized necessity of construction of the broadband network in Asia. The main subjects of the next WSIS in Tunisia will be regulations on the Internet, dissolution of digital divides, etc. The broadband services in Japan are growing rapidly and the rates are lowest in the world. By widespread deregulations, industries based on ubiquitous computing will develop smoothly. But rapid increase of information distribution needs big backbone network and big power supply, too. MPMHAPT is promoting radio wave deregulation policy including reviewing radio wave allocation, which makes many new industries other than IT start. It leads the most advanced wireless broadband environment in the world. The digital broadcasting has also started. Now the era of robots and ubiquitous computing has arrived, and the policy for practical IT contents and establishing security for IT are required.
