Abstract;Remarkable feature of the United States' administrative organizations is that many so-called independent administrative committees are organized and each of them is responsible for its important mission. This is different from Japan and European countries which have parliamentary cabinet system. FCC, which has 70 year history, has been involved in making US's communication policies and in administrative dispositions based on regulation settings or ruling issuance under the committee council system. This article first shows FCC's historical transition of personnel and its present organization chart, analyzes its activities in recent years, and then, surveys improvement of Japan's communication administrative organization from Meiji Restoration (1868) to today to compare both countries' systems. As information and communication field is characterized by high level technology and specialty, design of administrative system is required to consider it very carefully. European system that constitutes special regulation organizations led by each specialist under the responsible minister is also worth studying. The author thinks to consider separation of policy and promotion organization from regulation organization for establishment of a new ministry of information and communications.
