| Abstract;Communication business had been totally deregulated in 1998 but review of market regulatory framework was being continued in order to flexibly adapt to environment change caused by market growth and technology progress until the regulatory framework shown in the title was adopted in 2002. While all the member-states could not enact their domestic laws, gradual transitions were tried. For telecommunication network and electronic communication service, this framework consists of 7 directions (framework, access and mutual connection, approval, universal service, radio frequency decision, data protection) and unbundling regulation of local loop. The progress of establishing domestic laws in each member-state, various problems of them and future trend are described. |
