Abstract;In the '80s, USA retarded in high-tech fields from other countries including Japan, and then determined protection of intellectual properties as a policy for recovery of the delay. Concretely, laws and systems were arranged and cooperations between businesses and universities were promoted. In Japan, "Strategic Council on Intellectual Property" was organized in the cabinet in March 2003 and adopted "Strategic Program for the Creation, Protection and Exploitation of Intellectual Property" in July of the same year. Japan's intellectual property policy is characterized by activation of the Intellectual Creation Cycle, enactment of the Basic Law on Intellectual Property (November 2002), and investigation of intellectual property system of other countries and introduction of them into Japan. This article describes three viewpoints and four consideration items of the above-mentioned Strategic Program, and explains the process of the policy from Prime Minister Mr. Koizumi's speech on administrative policy in February 2002 to the adoption of the Strategic Program in July 2003.
