| Abstract;The contributor was involved in ITU-T SG3 for 30 years, and presided over the SG3 from 1996 to 2000. At first, the traditional philosophy of ITT that public telecommunication prefers over private one ruled discussions, but gradually, trend toward deregulation led by America was growing. The most remarkable effect was introduction of competition. Though cost reduction became a common subject for all telecommunications industry, the discussion of rate system at SG3 did not proceed fast. Precisely, was it possible to give standard to the rate principle in the world of market mechanism which has differentiation as keyword? Even at present, making recommendation does not seem to reach the goal. But in the world of telecommunications, the minimum order and rule are necessary, and is there any place of discussion except for ITU? |
