Abstract;Spread of IP telephone is so remarkable that its traffic is expected to exceed the conventional telephone traffic (particularly in expensive international calls) before long. There are various systems of IP telephone, and this article is focused on the problem of access charge raised by AT&T and related to IP network telephone service connecting conventional telephone terminals. The content of the declarative statement for requiring a ruling to FCC from AT&T is explained. FCC's examination has resulted in dismissal of the ATT's claim according to a special decision about the special case of AT&T. FCC's decision is explained in detail. This ruling is one of the provisional decisions on IP telephone and the industry has not announced any explicit attitude.
