Abstract; The following were discussed: The importance and complexity peculiar to watersheds; the danger of classification of the uncertainty; and the danger of support tools for the mind decision with which these are modestly carried out.In the style framework of the river, one procedure for describing these relations was presented. The habit that the river restores the self is the fundamental and everlasting change, and it is in progress at present too. This change progresses regardless of the environmental deterioration caused in the water system by the human-centered engineering approach among many elements. In the restoration based on the ecosystem approach in the watershed, the environmental persistence can be promoted for the first time only with a strong management policy of applying it.The concentrated challenge and the duty in each stage of the design, construction, and audit(the adaptive-type learning) are needed for such efforts.
