Abstract; There is carried out a research on earthquake forecasting by measuring a potential difference left by some ten kilo-meters to grasp fluctuation of earth current for forebonding phenomenon on crustal change. On observation of the earth current, at two places of sheathed earth wires at the Chojin pore positioning at sea bottom side of submarine cables and at end of the cable positioning at a machine room in switchyards each one clamp type current sensor was mounted to record output from the current sensor by using a recorder. As a result, as it was impossible to grasp clear earth current fluctuation as forebonding phenomenon of earthquake, the fluctuation could be grasped by observing sheathed earth wires in submarine cables, to observe the earth current.
