Abstract;This paper presents the basic investigation for achieving a QoS video quality control. To obtain the visually constant video quality, first we constructed a video sequence of the constant frame quality by using Motion-JPEG2000 coding based on the quality evaluation model. Then, we obtained the modified video quality sequences by using the information of the global motion activity and the effect of camerawork. By using the worst sample averaging or regression model of the modified video quality sequences, we can estimate the overall video quality like a single score of DSIS method. By controlling the frame quality with the information of the temporal degradation, actual video quality is able to be brought to the desired video quality. (author abst.)
