| Abstract;A new black-fly species, Simulium (Gomphostilbia) cagayanense sp. nov., is described based on females, males, pupae and mature larvae collected from Luzon Island, Philippines. Simulium (G.) cagayanense sp. nov. is assigned to the banauense species-group of the subgenus Gomphostilbia, and is easily distinguished from all the 11 known species of this species-group in the female by the shiny tergite 5 (in addition to shiny tergites 2 and 6-9), and in the pupa by the gill composed of three inflated tubal elements each with two slender thread-like filaments apically.
