Abstract;The gauge action proposed by Luescher is applied to the 4 dimensional lattice QCD simulation in the quenched approximation. The action preserves the topology and has the same continuum limit as the standard Wilson action. The static quark potential ant the renormalized coupling constant are found to be in good agreement with the case of Wilson action. It is clarified that how much the topology change occurs with different choices of parameters. The distribution of low-lying eigenvalues of the Wilson-Dirac operators is analyzed.
