Abstract;The numerical target of the heat-trapping gas reduction on the world scale was obligated for the Kyoto Protocol to come into effect in February, 2005, and to be achieved. The necessity of the CO2 reduction technology development began to be requested based on the idea. Such a background was set to the development task of the CO2 ocean isolation technology with the receiving Research Institute of Innovative Technology for the Earth. The research to aim clarifying the problem to be solved in the future by the CO2 processing technology using an oceanic space by the engineer and the researcher's evaluating it to the problem needed to achieve the CO2 processing technology using an oceanic space was done. The difference of the problem evaluation concerning the practical use of the CO2 processing technology using those who acquired the patent and oceanic specialist's oceanic spaces was able to be understood by the research. As a result, the problem that had to be achieved this time by the aspect from the field where which the problem and the importance degree thought to be common and important were high, and the achievement level was low extracted, and the problem was clarified.
